Нужен телеграмм бот. Что бы отправлять через него сообщения людям у которых есть доступ к этому боту. Условно это может быть логин и пароль или просто пароль.
Главное что бы человек мог активировать бота только на одном устройстве! Если ввел пароль то уже на втором он не будет действителен!
