Во время ответа сервера включается непосредственно ответ страницы с её содержимым, то есть после обработки ваших запросов к БД, загрузки прочего контента тестируемой страницы.
Увидеть, что вызывает такую долгую скорость загрузки сайта вы можете через Инструмент разработчика браузера. Вызвать его можно кнопкой F12 в браузере.
