Плюсую коментатору вище. У хетзнера за замовчуванням заблоковані поштові порти.

ДД. Отправка почты с заблокированным 25ым портом не будет работать какой бы порты вы не указывали бы. Как вариант можете написать в ХЦ, что бы раньше открыли 25й, но шансов мало. По этому рабочий вариант на сейчас - это поднять почту на другом VPS, где 25й точно работает и на вашем VPS прописать настройки от нового почтового сервера.

внешняя служба доставки - это то о чём я писал в посте выше. То есть это может быть вашим почтовым сервером на VPS на которой работает 25й порт или любой другой поставщик услуги отправки почты через 587 порт.

Не совсем правильно написал.
На 25й порт с VPS тот, что на ХЦ будет заблокирвоан доступ.
По этому отправка почты возможна только через внешний сервис через 587 порт.
