Вы покупаете фото сами, стоимость работы уже должна включать закупку материалов нужного размера. Ожидается что у профессионального исполнителя и так есть абонемент и он может приобрести то что надо по максимально удобной цене.

Да, пакеты есть. Но нужно понимать, что всего за 150 файлов на 1 год (!) фрилансер платит более 68000 рублей. Это на примере ДепозитФотос. А теперь представьте, сколько у профессионального фрилансера клиентов, и хватит ли этого на всех клиентов. Обычно вдумчивые заказчики сами приобретают изображения и просят просто ссылки на эти файлы. Если и возможно выделить из этого пакета кое-что для заказчика, то одно-пару фото. Иначе на год потом не хватит.

Чтоб поставить одно фото в презентацию на одной странице, иногда нужно перебрать 10 картинок, а то и больше (смотря какой заказчик). Все 10 фотографий приложить к одному и тому же дизайну. А если таких страниц - 15, то в запасе должно быть 150 фотографий на одну тематику.
Также есть 9 обязательных фотографий, которые нужно купить. Какой шанс, что все эти 9 картинок есть в наличии? 0! То есть, по-любому нужно купить, а это, как минимум + 300 грн. к дизайну. (минимальная ставка у одного из исполнителей - 400 грн., может я чего не понимаю).
То есть, вывод ставку на данный проект лучше делать завышенной (с учетом покупок фотографий), чтоб потом самому не влететь.
P.S.: это не камень в огород заказчика, а камень в огород исполнителей, которые не читают ТЗ, а потом ставят низкие ставки, тем самым заводя заказчиков в заблуждение.

в данном случае предоставлены ссылки на конкретные фотографии, так что нет необходимости ничего подбирать, все расписано в ТЗ. И да, стоимость материалов надо заложить в стоимость работы.
