If everything is as you described, I can say the following:

1. VPS - this is a Virtual Private Server; i.e., one powerful physical server is divided into several independent virtual machines using virtualization software (VMWare, Oracle, etc.). That is, the space of your VPS is created within the space of the physical server. This means that when the VPS is deleted, everything collapses and everything that was on the VPS (OS, data, temporary files, etc.) merges into one large faceless memory array. It needs to be dismantled manually, which is difficult and time-consuming (especially considering the specifics of Linux - there is no recycle bin like in Windows, if a file is deleted, it is deleted). And considering that this physical server is not idle and the space for your machine (most likely) has long been used by someone else and new data has been written and rewritten over your data many times (this is more than likely, given how much time has passed since the deletion). In this case, recovering them is already 100% impossible.

2. No one can handle this task better than the hosting technical support. If they do not want to deal with it, then that's it - you cannot do anything from the outside. Because you need access to the physical server itself, and there is no access to it from the outside; all clients only have access to virtual machines.

3. Choose a decent hosting provider, then you will avoid such problems in the future.
