Входящие с мобильных, где плавающие айпишники, будут, в большинстве случаев, блокированы независимо от их местоположения. если Вы всё же исхитритесь их заблокировать в привязке к Киеву, поскольку у того же Лайф - 9 из 10 - отсвечивает Киевом, хоть ты где ни находишься. И наоборот. А вход с мобильных - это более половины, порой - до 3/4 посетителей. Вот и подумайте: а не мартышкин ли это труд?
