For the budget, I would estimate starting from 55,000 UAH; I will provide a more accurate figure after reviewing the technical specifications, as there may be varying amounts of adjustments needed in forms, documents, and registers.

We can keep it simple - first, create a working module that eliminates work bypassing the database, and then build up analytics, overdue control, action history, and AI-based suggestions for managers.

I am ready to take on this task: to implement a seamless process for handling requests, add the necessary documents, and clearly delineate access rights.
Here is my preliminary time estimate based on the blocks of your technical specifications (considering that I will implement part of the functionality through the adaptation of standard UTP mechanisms to save time):
1. Access rights matrix and roles (Block 2): Programmatic hiding of price columns from sales managers, prohibition of editing, and strict blocking of payments without the manager's approval checkbox — ~3-5 hours.
2. Creation of new objects (Block 3): Documents "Request for Quotation", "Purchase Request" (we will base them on existing ones, as you suggested, to speed things up) and the printed form of the Quotation — ~8-12 hours.
3. Modification of existing functionality (Block 4): Changes to the logic of "Customer Order" (recalculation of discounts, dates, placements), approval checkbox in "Supplier Order" — ~5-8 hours.
4. Modification of list forms (Block 5): Adding date columns, setting up quick dynamic filters for empty values — ~3-5 hours.
5. Reporting and KPI analytics (Block 6): Development of a consolidated report for calculating 8 key indicators. Writing optimized queries and preparing a flat data structure for further easy export to Google Sheets — ~10-15 hours.
