немного не понял про последний пункт, про "запрограммировать какой-то каталог для всех параметров, требующих обновления", что вы имели ввиду под словом каталог?

Слово "каталог" здесь неуместно поставлено, перепишу задание.
Идея в создании некоторой таблицы, системы оповещений, которая будет фильтровать по дате внесения параметров (например, цена на дату, риск на дату) сортировать объекты.
А также создать какой-то скрипт, который можно запускать по крону (планировщику) или иным способом, который будет проверять актуальность данных и отправлять уведомление (на почту, скорее всего) с данными, у которых срок обновления старше чем 3 месяца.
