Подобное сделал- перевод c delphi7 на delphi 10.2. C BDE на Firedac + перепрыгнули с mssql2000 ->mssql2008->mssql2016/ Сразу скажу что процесс не быстрый все зависит от объема Вашего старого приложения (сколько кода придется переписывать.) Требования желательно уточнить.
Можно сделать все изменения и доработки на MS SQL SERVER 2000.
Если есть желание продолжить работать на Windows XP, то можно перенести базу на MS SQL 2008R2 (просто не помню, какие из более новых MS SQL SERVER работатют на XP) и перевести проект на Delphi7.
Скорее всего код не надо будет особо менять. Можно использовать и более новый софт. У меня есть опыт использования SQL 2000 и переноса базы на более новые версии SQL SERVER.
