For a complete system with roles, a calendar of 16 chambers, crop accounting by varieties, invoices, packaging balance, finances, and a profitability report, 27,000 UAH looks like a budget for the first stage, not for the entire development =/ For a working launch, I would estimate around 180,000 UAH and 55 working days.
We can proceed without unnecessary complications - first, the data schema and prototype of the main screens, then accounting for chambers and harvesting, followed by unloading, packaging accounting, expenses, and a financial report for the chamber cycle. Separately, I would include access rights for the owner, technologist, and manager, daily backups, and proper smartphone functionality.

!!I would not recommend compressing the entire system to 27,000 UAH!! - it will turn out fragile, and then you will have to pay twice. A penny-wise person pays twice, and in software, this is unfortunately almost an accounting law.
