Если правильно понимаю, Вам нужно разработать свой сервис рассылки? А чем не устраивают десятки уже существующих и проверенных?
Разработка собственного займет от 3 месяцев и по стоимости это будут десятки тысяч долларов минимум. Иначе это будет просто доп функционал к сайту с возможностью рассылки которые будут в спам попадать. -
Ну вы и занизили цену и сроки. Тут около года будет такой сайт разрабатываться + еще время на тестирование. А по бюджету тут от 100.000$ начинается.
