Regarding the language, Flameshot is written in C++ and Qt5. The RFC plugin (technical design specification discussions from a software development perspective) is extensively discussed at https://github.com/flameshot-org/flameshot/discussions/2529 and, as far as I can see, it contains all the necessary information to facilitate anyone who wants to start the project, as the "thinking" part is mostly done, and they just need to implement the idea.
