В битрикс есть такой момент что с ним можно интегрировать различные месседжеры. Вопрос можно ли реализовать чтобы с срм битрикса писать в месседжер первым (при условии что клиент до этого не обращался и в срм нет никакого лида по этому клиенту) ?

это не связано с битриксом. Боты в принципе не могут первыми писать.
