3D character model, make it in the style of (toon shader) and save as images in different poses

The task is as follows:
Download a ready-made 3D character, create a skeleton for it, or use a character that already has a skeleton. Make it in a linear 2D style, apply a suitable stylized shader, and I need this character in 100 different poses in PNG format. The character itself does not matter at this moment.
I want to understand what is the simplest way to upload my 3D character, apply this shader, and overlay ready-made poses on it (perhaps there are ready-made pose libraries). It might be easier to do this in a game development program (Unity or Unreal Engine, etc.), or in 3D programs like Blender. There may also be specialized programs where this can be done more easily, like Daz 3D.
I can pay you for a consultation and training on how to do this myself if it's not too complicated. Or I can pay you for such a set of 100 poses.
Please suggest a price for this work and briefly describe which program you would do it in and the timelines.

I will also use a plugin with ready-made poses of people, which includes 200 different poses, I will send a screenshot so you understand what poses are ready and all others need to be manually set for the model. This way it can be done quickly. Cost, time for one such set.
No modeling is needed, nor placing the character in a specific pose.
