В Аналитике нужна настройка в любом случае, но если вы использовали Гугл Тег Менеджер, то выявить причину легче, если через код кнопок на сайте - нужен человек, который разберет код вашего сайта и поймет в чем причина блокировки срабатывания цели или же отправки цели в ГА.
