Combine A4 PDF into Letter format

As a result, there should be 32 pages.
It is also necessary to add margins for printing - approximately 1.25 cm on one side and 0.5 cm on the other (for the possibility of printing and binding, for example, with a spiral or wire-o). The printing will be double-sided, so on odd pages the wide margin will be on the left and on even pages - on the right.
Please provide the finished file in PDF format.
