Look, there's a nuance - the budget of 20,000 UAH for the entire scope is a bit small =/ With this amount, I would only do an audit, a migration map, and a prototype of the AI assistant. For a complete update with migration from PrestaShop 1.6, a new template, SEO, speed, customer groups, and two AI assistants, the target is from 260,000 UAH, with a timeline of about 60 working days.
I looked at the LMAR site - it opened on the Ukrainian version, and in the cart, old English phrases like "To be determined" and "Proceed to checkout" are visible, plus a catalog with many subcategories. This is more of a migration with design rather than just a template installation.
Currently, the official branch of PrestaShop 9.1 is already live, but for a store on 1.6, I would choose between 9.1 and 8.2 based on module compatibility after the audit. Sometimes a more stable version for a specific store brings in more money than the latest one - a spoon is only good when it's time to eat.
I see the stages as follows:

> Migration of products, categories, images, SEO data, and URLs - 80,000 - 120,000 UAH - 15-25 days

I need access to a copy of the admin panel, hosting, database, list of modules, current theme, and a list of URLs that are critical to preserve for Google.
Question 1 - Are there any custom modules, integration with 1C, suppliers, price lists, or stock?
