У меня опыта больше 10 лет и я с полной уверенностью могу заявить, что не все шумы можно почистить! Понизить уровень шума - да, но есть такие шумы, которые напрямую затрагивают основные частоты голоса и от них не то чтобы понизить, их вообще невозможно даже тише сделать и голос на их фоне просто скрывается!
Поэтому нужно знать с чем придется столкнуться: качество записи, где писалось, что там за шумы..?
Мы можем послушать исходники и на их основе сделать какие-то выводы и если материал будет сносный, то можем обговорить детали и приступить к работе.
О стоимости и о сроках пока что нет смысла разговаривать, поэтому ставлю эти значения "от фанаря")
Можем обговорить детали и если обе наши стороны сойдутся во мнениях, то можем немедленно приступить к работе!
