The idea is as follows: the manager downloads photos of the equipment from the internet and creates a product description, uploads it to a folder, and this folder can be seen by other managers over the Internet; only the car folder or the admin can delete and edit it.
Perhaps this can be done somehow through Google services.

Это все легко настраивается на гуглдиске. Показала на скринах, куда идти:
В верхнем окне указываете гуглаккаунты сотрудников и настраиваете им права читателей или комментаторов - они смогут видеть содержимое папок, но не смогут его менять

И можно изначально настроить одну папку с нужными правами доступа, а потом в ней создавать новые (для систематизации данных) - и для тех папок, что созданы внутри, уже не надо будет дополнительно ничего настраивать, будут применяться права доступа родительской папки

Через гугл диск + + Google Sheets как база данных будет быстрее всего и дешевле всего. Если не планируете развивать эту систему, то приемлемое решение.
