No one will be able to make this flower in vector exactly as it is; you need to use a mesh grid. With this number of elements, the file will simply be unmanageable, and you will still import it layer by layer in png to animate.
My suggestion is to cut out each petal in Photoshop and structure them layer by layer, while highlights, glimmers, and all that can be added with effects.
I am ready to do it for 2500 UAH; I don't even suggest taking on the vector, although I really love vectorization.
