Для запуска одного exe-шника маловато, у меня ругается на компонент TABCTL32.ocx. Что делает программа? может имеет смысл с нуля написать?

Программа наверное под WindowsXP. Если исходники есть, то изменить язык реально, если нет, то декомпиляция, изменение, компиляция - сложный процесс.

Есть подозрение, что прога написана на VB6.0, язык (надписи,сообщения) зашит в коде, вроде даже декомпиляция проходит (визуально нормально), но декомпилировать, править и компилировать не хочу, т.к. на мой взгляд это взлом, а я взломом не занимаюсь.

не взлом. оборудование купили у Тайцев. Настроить не получается.. Тайцам уже не один десяток писем написали.. молчат..(

Сейчас декомпильнул, можно сделать. В личку за ценой и сроками (Киньте желаемые). -
хотелось бы в 100-200 у.е. вложится. сроки реальные.. каждый день машина съедает лишний газ..
