2) Django как основа для ботов и админки + удобное взаимодействие с БД(PostgreSQL);
3) Pyhton telegram bot;
4) React JS для админки;
4) Django REST API для взаимодествия бэк энда с фронт эндом;
Имею опыт развертывания подобной системи на ubuntu server через ajenti(gunicorn).
С ботами для вконтакте еще не работал, интересно попробовать.
