Желательно модулем, нужно на несколько проектов. Есть модули редактирования товаров и заказов, но там функционал намного шире и полей больше- тут всё элементарнее, по крайней мере по полям и настройкам, главная суть - товары конкретного поставщика (производителя) для конкретного пользователя, и заказы товаров по той же логике.
