Мне кажется, что с этим нельзя ничего сделать, к сожалению.
Ну, чище-то можно, но чтобы Ютуб начал распознавать - точно нет.

В этой фонограмме не так шумы велики, как полезный сигнал очень ущербен. Очень мало реально, чтоб YouTube смог сгенерировать адекватные субтитры из неё даже после основательной чистки. Я думаю, без человеческой транскрибации Вам тут всё равно не обойтись.
