Страница, принимает 2 параметра:
user - передаётся первым параметром в скрипт powershell
conf - передаётся вторым параметров в скрипт powershell
1)Скрипт копирует из папки $conf в папку $user
2) преобразование её в приложение командой, такая вроде есть.( https://docs.microsoft.com/en-us/powershell/module/webadminstration/convertto-webapplication?view=winserver2012-ps )
(преобразования для публикации "базы" на веб сервере
3) отдельный скрипт который удаляет папку и публикацию по параметру $user
