Есть вебсайт на php с анкетами зарегистрированных пользователей (в базе данных есть контактная информация - номер телефона).
Необходимо создать систему уведомлений. Чтобы на вебсайте на анкете пользователя любой гость мог при нажатии на соответствующую кнопку отправить шаблонное текстовое сообщение, которое поступит в Телеграм пользователя через бота. То есть уведомление анонимное.

Отправлять сообщения на прямую по номеру можно только с телеграмм аккаунта (не бот). С бота можно отправить только в том случае, если человек уже писал боту,и по номеру телефона нельзя.
