Google Drive is not relevant as the app will be deployed on the local server and will not have access from the internet. Although the functional Google tables is great for this project.
React or Vue - has no big meaning. Try to offer your options for these stakes. More important is which plugin for the tables will be installed and which functional will eventually be from the box.

Google Drive не актуально, так як додаток буде розвернутий на локальному сервері і не буде доступу з інтернету. Хоча функціонал Гугл таблиць - відмінний для цього проєкту.
React чи Vue - великого значення не має. Пропонуйте свої варіанти тех стеку. Більше значення має який плагін для таблиць буде встановлено та який функціонал врешті буде з коробки.
