У меня большой опыт работы с телеграм-ботами более 4-х лет. Из перечисленных Вами вариантов можно реализовать первый и второй, реализовать третий с обычной наводкой не получится, так как телеграм такого функционала не предусматривает.

Вариант с фото мне кажется достаточно простым и быстрым. При этом первый и второй легко будут друг с другом дружить, потому их можно связать.

С меня быстрое выполнение задачи в срок и поддержка проекта вбудущем.
