1) It is impossible to subscribe to the bot in Telegram without leaving the site.
2) To bring a person back, you can pass the URL of the page they are on in the link to the bot, then display this URL to them as a message or as a button under the welcome message (this will bring them back to the site and specifically to the article they were on).
3) Just like with passing the URL, UTM tags can also be passed, attaching this information to the user (in the database), and filtering during the mailing.
