Fix the script on the Woocommerce site

I will not just "fix the code"; I will conduct a full technical diagnosis of the order processing logic and the interaction between WooCommerce, WayForPay, and WC Ukraine Shipping. In such tasks, the main goal is not a temporary workaround, but a stable solution that won't break after the next plugin update.

I have a good understanding of the WooCommerce architecture, the operation of hooks, AJAX updates for checkout, and the mechanics of shipping and payment modules. Therefore, I will be able to quickly find the reason why the city of Kyiv is no longer being recognized after the update and restore the correct logic for connecting the necessary WayForPay depending on the client's region.

I will separately check:

how exactly WC Ukraine Shipping now transmits city and region data
if the checkout field IDs have changed
