I have been working exclusively with OpenCart for 15 years.
I have extensive experience in developing custom modules.
I will implement an import module for you, where you will input the URL of the XML document, configure it, receive all categories from the XML in the first stage, select the necessary ones, and start the import (I wrote a similar module last month).
If the incoming products from the supplier are only in one language, I will connect the Google Translate API which can translate all content.
As for SEO-friendly URLs - I will easily integrate a generation module. However, I would recommend using one SEO-friendly URL for the product. For Ukrainian and Russian languages - I would separate them with a language prefix in the URL. For example - site.ua/dron-fpv (Ukrainian version) and site.ua/ru/dron-fpv (Russian version). This approach is more correct.
The price and terms are specified for the complete module (with translation and generation). If a smaller functionality is needed - it will be cheaper.
