Poor inspection report. A poor inspection report means a vessel is in a poor state and not being cared for properly. Any high priority findings should be immediately addressed, as they probably make the vessel unsafe. Less serious findings can be rectified in the following weeks. Recommendations for improvement can be looked at in the longer term. The company responsible for the vessel has to be told, and may be involved in some of the corrective action. A vessel’s crew should not be afraid to help the inspector with information during the inspection, or at the inspection debrief. The inspector may need an explanation of items that seem deficient, as they may not have fool information.
Inspectors are approved and highly skilled professionals, who visit many vessels and hence are good observers. Never try to hide anything from an inspector. Defects should be pointed out with mention of corrective action. A vessel’s master and crew should see the inspection process as being helpful for the vessel and all concerned with it. It is important to see the CMID report as a living document that is kept onboard a vessel for the crew to use. It becomes a guide to any areas needing attention.
Areas of concern. Inspectors report that general housekeeping is often a cause for concern. Reports from supply vessels show that items used for lifting are sometimes not managed properly, which includes the testing of equipment by external organizations, or having an onboard inspection record.
Items such as slings and shackles, used by a vessel crew to lift objects, should be safe to use. The crane should also be properly tested and have the appropriate certificates.
Section 16 of CMID requires an inspection of lifting items, so the inspector cannot ignore this area.
