Вы же сами и привили пример готовой cms доски объявлений. Чем она вас не устраивает? Или же брать какую то cms комбайн на которой можно реализовать доску объявлений с нужным функционалом. Напишите в лс решим вашу задачу.

На данную задачу не один не другой не вариант, ну разве что побаловаться на WP так как с opencart это конечно вовсе перебор - интернет магазин в доску )

движок нужно знать хорошо и тогда поймете что вордпресс идеален
на нем что угодно можно делать код пиши ручками и все!
он тогда летает а уж доска там вообще можно сказать встроена(шире мыслить надо)

шире это значит движок НАДО ЗНАТЬ ХОРОШО! а не так и швец и жнец и на дуде игрец типа знаеш кучу движков но ни когда в их код не лазил

А что и такое бывает, знать много cms без их структуры? Кажется это уже не прогер а администратор или типа того. Но такие люди сайты вродь как не делают, может я и ошибаюсь если брать во внимание школьников )
