    А зачем писать что-то в файл из VS, если файлы формирует "комплекс КиДиМ"?

    Я так понял, что КиДиМ формирует файлы с входными данными. А программа должна на основе этих данных выполнить расчет и результаты сохранить в выходной файл.

    Исправить код программы на С++, а именно корректную запись данных файл и их вывод в новый файл. 

    Код из присоединенённого архива вообще не компилируется в VS2017 (toolset v141) - выдаётся куча ошибок.

            double xG1 = (h + zr(epsilon, nu))*sin(nu) - a + d * cos(nu);

    В этом выражении nu - это std::vector<double>. В результате должен получится массив значений xG1, что ли?
