Stage 1. Development of the Work Volume Report (WVR)
Digitization of handwritten edits from DWG.
Determination of exact routing, connection points, shut-off valves, and fittings.
Consideration of hidden and technological works: channelling, flushing, hydraulic testing (pressure testing).
Stage 2. Formation of the estimate (Regulatory framework)
The calculation is carried out according to the current "Guidelines for Determining Construction Costs" (Order No. 281).
Specific collections (REKN): * Collection 16 (Internal pipelines).
Collection 17 (Water supply and sewage).
Collection 18 (Heating).
Wage level: For workers of medium qualification (3.8) the allocation is 34,000 – 38,000 UAH/month (established according to current market or regional indicators).
UPR (General Production Costs, Administrative Costs, and Profit): General production, administrative expenses, and profit are calculated based on averaged indicators from the appendices to Guidelines No. 281 specifically for internal sanitary and technical works.
Increasing coefficients (K):
K = 1.15 – 1.2 — performing works in confined conditions or at an active site.
K = 1.05 – 1.25 — performing works at a height of over 3 meters (scaffolding/ladders).
K = 1.15 — works under reconstruction conditions (instead of new construction).
K = 0.4 – 0.8 — for dismantling works (depends on whether materials need to be preserved).
ATTENTION:
A regular estimator without engineering experience does not see "beyond the sketch" of fittings and technological allowances. Ignoring a full-fledged Stage 1 (WVR) and directly transferring sketches into the estimate will result in an error of up to 30%. This guarantees a shortage of materials and unpaid labor for installers at the site.
