Thank you for the clear description of the task. I work with CiviCRM and am well familiar with how to adapt the system to meet the requests of public organizations. Your technical assignment is quite realistic; most things can be done without programming, through configuring the system itself.
I can set up fields for appeals, project separation, access rights for different roles, reports with filters and export. Import from Excel is also implemented — with column mapping and error checking. If needed, I will implement automatic beneficiary coding and the "initial / repeated appeal" logic.
Approximately, the entire work will take up to two weeks. The cost depends on the volume of import and clarifications.
