Эту утилиту можно сделать только через телеграм бота, но чтобы сервис работал постоянно, нужен сервер (к примеру heroku). Или это просто какой-то python скрипт, который при запуске в режиме live получает данные с сайта, при остановке скрипта вручную/выключении/перезагрузки компьютера он работать перестанет.
