в вашем случае это может быть как раз капитальная переделка темы потому как чаще всего темы делаются под определённый функционал и не предназначен на то чтобы его кастомизировали либо переделывали под свои нужды.
ясное дело что таким образом заказчик хотел бы сэкономить и на дизайнере и на верстальщике и на программисте, но опять же это чаще приводит к большим затратам потому как никто не будет делать по той цене по которой вам кажется что оно делается легко и быстро. в готовых темах приходится использовать лазейки, а порой и нет возможности вообще менять тему.
но даже если и получится то это уже будет закостыленный не оптимизированный сайт.
