Flash - это обычно для Веб-страничек/сайтов.
На C++ нужное Вам приложение создать-то можно, но мороки много - гораздо проще на C#.
Ну, и Прикладное программирование заодно укажите, если будете корректировать категории (а то не все потенциальные исполнители заметят Ваш проект).
