У Вас не совсем корректная схема алгоритма, но в принципе понятно. Основная задача заключается в ручной передаче пакета, т.е. от одной станции к другой? Если так, то все вполне выполнимо. Если же есть необходимость в автоматическое передаче пакетов, это надо для проверки узких мест в сети, то задача немного усложняется.
Время, необходимое для решения данной задачи, от 2-х недель. Сроки примерные, так как будут возникать вопросы и ситуации когда что-то придется менять.
Задача интересная, сам хотел реализовать что-то подобное.
