I understood the task correctly: the course is already fully prepared (videos, tests, materials, even the bot logic and certificate), and you need a person who will neatly assemble everything into one working system so that after payment, people can log in, go through the modules in order, take tests, and automatically receive a certificate at the end. Usually, I start with choosing a platform because this affects the budget, speed, and how easy it will be to scale later. If Telegram is important to you and you want everything to live in one place — it makes sense to look towards SendPulse (courses + bot) or GetCourse. If you want a maximally clean learning platform with good UX and without unnecessary "monsters" — then Thinkific/Teachable/Kajabi. Next, everything is very practical: I lay out the course by modules, upload lessons, link PDFs/tables, set up tests with a passing score and limit on attempts, and make it so that the next block opens only after completing the previous one. The certificate — also without manual work: it is issued automatically after completing all blocks, and if needed, we can add a unique number. Access after payment, time limits, roles — all of this is configurable, just needs to be done correctly once.
In terms of timelines, realistically, it can be done in 7–14 days if the content is already ready and you quickly provide access/materials. For the budget, I would aim for a range starting from $900 for a normal launch and higher if there will be a lot of automation, Telegram logic, and non-standard access scenarios.
