I understood the task — you need not a "launch of advertising," but a proper strategy that can be taken and actually launched: with clear logic, campaign structure, and creatives, not just a document "for the sake of it." The US market and the age range of 16–60 is exactly the case where you cannot shoot at everyone at once: first, you need to quickly understand who your real paying/engaging segment is, and then gather the offer and creative angles for that segment.
I usually start with analyzing the product and user behavior: what a person should feel in the first 5–10 seconds, why they install the app, and what keeps them engaged on days 1–3. Based on this, I propose channels and structure: Meta/TikTok as a quick test for creatives, video ads for different "hooks," and a separate retargeting for those who installed but did not take the key action. In the strategy, I immediately include what events should be in analytics so that you see not just CPI, but quality — engagement, repeat opens, subscriptions/purchases (if they exist).
For creatives, I take a practical approach: several concepts for different pains/motivations, scripts for short videos, options for the first frames, texts, and CTAs — so that it can either be quickly assembled by yourself or handed over to a designer/editor without endless calls. And in the end — a clear launch plan for 2–3 weeks: what to test first, which metrics to cut/scale by, and what the next step is if the hypothesis does not work.
