Such a project can be done well if the database is indeed collected with permission to contact (people left their number for communication) and we send messages through the official WhatsApp Business (with a template that passes moderation). Then the mailing does not look like a "spam attack," but as a proper follow-up on warm leads, and it can be scaled without constant bans.
I have already done similar mailings for agencies on a warm database (including in LATAM): we set up WhatsApp Business API, approved the message template, segmented by countries/language (Spanish/Portuguese), added personalization and UTM links, and then collected statistics on delivery/responses/clicks and provided a report to show what really works.
Regarding the cost: for your database of ~500 contacts, I can charge $250 for setting up and launching the first mailing "turnkey" (template + connection + database import + sending + short report). Only the technical costs of WhatsApp/provider are paid separately (there is a small fee for dialogues, depending on the country).
