I've seen this more than once — the banner loads its jQuery and everything breaks. Or in the tpl somewhere a div is not closed and the layout is messed up.

When you display the banner module in "Layouts," it is likely pulling in its scripts (JS) or styles that conflict with other modules on the page (for example, with the "Recommended" carousel).
In OpenCart, this often happens due to:
1. jQuery conflict: The banner may be loading an old version of the library, which breaks the rest of the scripts.
2. Error in the .tpl/.twig file: If there is an unclosed div in the banner code, it "breaks" the layout, and the lower blocks simply disappear.
3. OCMOD cache: You may just need to refresh the OCMOD cache after installation.
My suggestion:
Give me access to the admin panel (and FTP, if code editing is needed). I will check the error console, isolate the banner script, and everything will work correctly without breaking other blocks.
