В вашем случае автоподстановка тегов при одинаковом урне не сработает и будут санкции с поисковиков, скорее всего.
Идея с разными страницами доя разных городов вполне себе норм.
Так же вариант с поддоменами (которые придется двигать как отдельные региональные сайты) и подпапками.
Самое простое что нужно обычно делать в таких случая - смотреть на конкурентов.
Как у них реализовано? Есть ли общеукраинские игроки по вашим продвигаемым запросам? Или в выдаче региональные сайты с региональными доменами?
Проанализировал конкурентов можно сделать как у них.
Если нет - пробовать варианты и гипотезы, что описал выше.
