Должно работать быстро, не зависишь от сторонних плагинов/пакетов на вин 7+, написан на С/Делфи, устанавливаться на пк так же быстро без подтягивания сторонних пакетов весом в 500 мб) установщик должен подтягивать только опенвпн ибо он нужен для работы программы.

Вашим проектом заняться не смогу, т.к. не специализируюсь на подобных разработках.
Предположу, что подобный программный продукт - это ориентировочно 1-2 месяца работы и $1000-$2000 по стоимости.
Впрочем под OpenVPN есть много общедоступных заготовок, так что, возможно, стоимость и сроки могут быть меньше. Так что подождите заявок от других исполнителей.
