Create a landing page for an internet provider

I am looking for a freelancer to create a new landing page on a builder, which will become part of the main website.
Design + layout are needed. The choice of builder is up to you. We are waiting for proposals.
The current website is written by an internal team of programmers with a custom admin panel, but the landing page needs to be made specifically on the builder due to the department's workload.
Access to the admin panel should be provided to the marketer for making any edits to the text and media.
Requirements:
- creation of a responsive page design (mobile, desktop, tablet - can be as a mobile version)
- ability to implement SEO optimization
- Integration of feedback forms similar to the main website through our API
- Integration of coverage check and response to the user based on technical capability through our API
- Ensure the ability to edit content through the builder's admin panel.
- Provide all access so that it can be placed on our main domain.
