Вы в общем то все можете сделать удалённо. Важно чтобы оборудование соблюдало стандарты подключения сети. Человек будет просто Вашими руками, ему не обязательно все знать.
Во первых, с чего такая неудобная конфигурация, роутеры между этажами? Это разные магазины ?
Возможно это один коммутатор, тогда надо сначала проверить кабель, подключив на него обычный компьютер, вместо второго роутера. Тогда на первом роутере можно увидеть мак адрес этого компьютера, значит кабель исправен.
Все остальные Варианты полагаю, Вы знаете и переберёте сами, быстро обнаружив проблему.
