I have extensive experience working with cameras. I work with Qt/C++, which will provide you with cross-platform capability (it will be possible to run on both Linux and Windows). I am also familiar with the RS232/485 protocol and know how to work with it. Можно сделать быстро. Можно медленно и правильно. В любом случае, это стоит никак не менее тысячи "зелёных рублей". И сделано может быть не здесь, с большими задержками и накладными расходами.

Як Ви бачите інтерфейс програми?

Попередньо як програма на Linux платформі. Розглядаємо raspberry pi взяти за основу.

Краще не використовувати Raspbery так на ній Linux запускається як підлегла система, ніякої стабільності в роботі Ви не отримаєте.
Основна там інша система, яка контролює частоту процесорів та інших систем, також там криво працюють порти usb.
Нормальні плати це наприклад NanoPI NEO, Orange Pi та подібні до них.
Де єдиною (головною) системою є Linux
Перед вибором плати, порада дивіться у папці

чи є в дереві пристроїв ця плата, якщо так можна брати.
З платами на основі Rockchip та Nvidia треба бути акуратним – бо підтримка їх виробниками низька, ядра застаріли .
Мені подобається на чіпах від Allwiner - з цим у них краще (див.по посиланню).

В принципі, інтерфейс RS485 підтримується в ядрі Linux.
Також принципі усі нови чіпи підтримують на пінах UART - інтерфейс RS485.
