I looked at vesti.com.ua briefly before responding. A few important observations + questions that affect the resolution strategy:
What I see:
The site is positioned as a news aggregator (this is stated on /about_us - "we collect, systematize, and publish news from open sources"). This is the key context - after the Google Helpful Content Update (2024) and subsequent Spam Updates 2024-2025, aggregators without original content are massively losing indexing. This may be the main reason.
The domain vesti.com.ua has a history - the previous media holding closed in December 2023. If the current site uses the same domain, there may be inherited problems (historical manual penalties, toxic backlink profile).
RU in noindex - we need to understand why this was initially done before opening it.

Gradual (not sharp) disappearance of pages from the index on a news site is more often not about hreflang or canonical; such errors lead to a sharp drop. Usually, the root lies in how Google assesses the freshness and uniqueness of news against original sources, or in the fact that certain categories have dropped in quality and are dragging down neighboring URLs.
Noindex on RU is a separate story: it removes the RU version from the competition for the SERP, but does not return UA to the index if the root of the problem is not there. GSC over the last 3 months should show: which URLs are dropping, in which categories it is concentrated, and why exactly Google is not indexing them.
The first stage for me is diagnostics via GSC and news-sitemap, with fixing the problem area and a brief action plan. If the error is technical (for example, canonical or incorrect hreflang), fixing it can be done in one go. If the root is in content or the editorial process, the cycle will be longer, and that is a separate conversation after the first stage.
